{"html":"<div class=\"\">\n        <h1 class=\"h2\">Background Information<\/h1>\n        <p class=\"tracking-wider text-gray-500 font-inter leading-8\">\n            The acronym APBET refers to Alternative Provision of Basic Education and Training. These are \n            institutions found in urban slums, informal settlements and in marginalised areas including arid and \n            semi-arid lands (ASAL). Previously, APBET institutions were referred to as Non-Formal Education \n            (NFE) institutions. The Government of Kenya through the Ministry of Education in (2009) developed \n            the policy for Alternative Provision of Basic Education and Training to address the need for government \n            to provide quality education for children who have been left out of the formal education system. This \n            was in conformity with Article 53, Section b of the Constitution of Kenya (2010) which states that \n            \u201cevery child has a right to free compulsory education\u201d. The Ministry of Education then developed \n            and released the registration guidelines for APBET institutions in January 2016. In the document, \n            APBET was defined as \u201can organised form of learning set up to deliver basic education and training to \n            disadvantaged persons who due to various circumstances cannot access formal schools\u201d (Ministry of \n            Education, 2016).\n        <\/p>\n<\/div>"}
